Why El-Rufai Revoked C of O Of Abacha’s Durbar Hotel

Governor Nasir El-Rufai of Kaduna State has revoked the Certificate of Occupancy held by the family of the late General Sani Abacha over Durbar Hotel Kaduna.

Once reckoned as the most prestigious hotel in Kaduna nay, Northern Nigeria, the hotel was allegedly bought over or taken over by the Abacha family when the late Head of State was in power.

Since the takeover in the nineties, the hotel located in the heart of Kaduna town with a large expanse of land has been largely out of use.

The El-Rufai administration has now revoked the C of O setting the stage for the government to turn the property into other uses.

Giving reasons for taking over the hotel, the Kaduna State Government in a letter dated December 31, 2019, to Alhaji Mohammed Abacha, said among others that the Abacha family did not pay ground rent for 19 years.

The letter jointly signed by the governor and the Deed Registrar, Yusuf Muawiyah of the Kaduna Geographical Information System also accused the Abacha family of “violation of terms of grant; security and safety risk to people of Kaduna State.”

Continuing the letter said: “in the light of the above, we are hereby notified that the said plot of land had thus been revoked in line with section 28 of the Land Used Act, 2004.

“And whereas the said Durbar Hotels Company Nigeria Ltd has failed to comply with the conditions of the grant, it has become necessary that the certificate of occupancy No. KD17789 be revoked.

“Now, therefore, in exercise of power conferred upon me by the Land Use Act, CAP L5 Laws of the Federation, Nigeria 2004, I hereby revoke with effect from the 30th day of December 2019 the Right of Occupancy over the above-mentioned plot.”
