CBN And The Regulatory Role Of “Printing Money”

“Government’s printing of Naira simply means loans advanced to states to pay salaries and survive; and not the literal interpretation of printing money from the factory and sharing to the public,” according to Godwin Emefiele, Governor of the Central Bank of Nigeria (CBN).

It was Emefiele’s initial reaction to a recent comment by Gov. Godwin Obaseki of Edo that the CBN printed about N60billion to augment Federal Account Allocation Committee (FAAC) subvention to states in March.

Speaking at the Edo Transition Committee stakeholders engagement, Obaseki had raised concern that the step the apex bank took was an indication that the Nigerian economy was ailing.

The Edo governor said: “when we got FAAC for March, the Federal Government printed additional N50billion to N60billion to top-up for us to share. This April, we will go to Abuja and share. By the end of this year, our total borrowings are going to be within N15trillion to N16 trillion.”

This position by Obaseki elicited varied reactions from cross sections of Nigerians, most of it creating panic.

Economists and financial experts have warned that Nigeria faces the risk of “falling off the fiscal cliff” if the Federal Government was not tight on ways to fund deficits.

The experts said that Obaseki’s claims may signal another dimension to the economy and increase fears.

However, the National Economic Council (NEC) has affirmed that there was no printing of N60 billion or any other amount to shore up allocation for the month of March.

The council, which is chaired by Vice President Yemi Osinbajo, took the position during its meeting in Abuja on Thursday.

A statement by Laolu Akande, spokesperson for the Vice President, said that the Council expressed satisfaction with clarifications made by the Nigeria Governors’ Forum, represented by its Chairman, Gov. Kayode Fayemi of Ekiti State.

Akande said that the Minister of Finance, Budget and National Planning, Zainab Ahmed, and Emefiele also made clarifications on the issue.

“Having received presentations from the Minister of Finance, the Central Bank Governor, and the NGF, the NEC has affirmed that there was no printing of N60 billion or any other amount whatsoever to shore up allocation for the month of March as wrongly insinuated recently in the press.

“The Council expressed satisfaction with clarifications made by the NGF, the Finance Minister and the CBN Governor.

“Both the Minister and the CBN Governor stated to the Council that the allegation of the printing of money to augment allocation was outrightly false. The NGF also supported the conclusion and NEC affirmed same as the highest constitutional body tasked with economic affairs in the country,” Akande said.

Meanwhile, Emefiele had earlier explained that the apex bank does not just print money and distribute to people.

He warned that the apex bank would take immediate steps to recover all N614 billion credit facilities given to states in budget support and bailouts to enable them pay salaries in the past.

“I think it is important for me to put it this way,  that in 2015 and 2016, the kind of situation we found ourselves, we did provide a budget support facility to all the states of this country. That loan is still unpaid up till now.

“Most countries in the world today are confronted not only by the challenges coming from the COVID-19 pandemic, but other issues causing economic crisis.

“What I keep saying is that it will be irresponsible for the CBN or any other federal reserve bank to stand idle and refuse to support its government at this time,” he explained.

The Finance minister, Zainab  Ahmed, had also countered Obaseki’s position on the issue.

Speaking to newsmen after a Federal Executive Council (FEC) meeting in Abuja, Ahmed said that what was distributed at the monthly FAAC meetings were generated revenue from government institutions available to the public at the ministry’s website.

“The issue that was raised by the Edo governor for me is very, very sad,  because it is not a fact.

“What we distribute at FAAC is revenue that is generated and in fact distribution of revenue is a public information.

“We publish revenue generated by FIRS, the customs and the NNPC and we distribute at FAAC. So, it is not true to say we printed money to distribute at FAAC, it is not true,” the minister said.

Some analysts believe that Obaseki was probably drawing attention to the undeniable revenue challenge the Nigerian government presently contends with, and the dire need to accelerate economic diversification to accommodate broader revenue options.

According to Mr Laoye Jaiyeola,  Chief Executive Officer of Nigeria Economic Summit Group (NESG), central banks of other countries facing  similar economic challenges as Nigeria also print money.

Jaiyeola corroborated Emefiele explanation that “printing money” does not always have to do with physical cash.

He said: “When they say printing money, it is not cash. You know how banks create money; it is not only cash.

“All the money we have in Nigeria is not in cash. So, the CBN can create N1billion and only about N100million out of it can be in cash.”

He urged stakeholders to understand the concept of “ways and means” to get the issue in proper perspective.

“The concept of ways and means is something most of us should understand. If government says this is our budget for the year, these are statements of where they expect income to come from and what expenses they are going to have.

“But this income does not come at the time they expect it. So, the central banks as governments’ bankers are allowed to give some amount of money to the governments pending when they then pay back.

“So, the CBN does that through the concept of ways and means. So, when government eventually gets this money, they pay back,” he explained.

Shedding more light on the contentious issue, a professor of Economics from the University of Ibadan,  Lanre Olaniyan, also said that the idea of printing money mainly relates to the CBN creating money for government.

Olaniyan said that “creation of money” for government by central banks was normal, adding that cash will only be involved if the cash reserve was extremely low.

He explained that the idea was for the central bank to give loans to government as “the lender of last resort”.

“In elementary economics, we are told that the central bank is the lender of last resort to the government,’’ he said.

He described “Seigniorage”,  the process where the apex bank prints money to fund activities of government is a welcome development in economics when necessary.

He added that a country freshly out of recession, like Nigeria, needed to put money in people’s pockets.

“The Federal Government will have to spend enough money that will go round a large percentage of the citizenry to sustain the post-recession economy; it is called “quantitative easing”, he said.

However, a breakdown of details of the February revenues which were shared by the three tiers of government in March listed VAT as contributing a total of N157.327 billion;  the largest revenue shared.

This was followed by petroleum profit tax of N137.583 billion, and remittances by the Department of Petroleum Resources of a total of N133.583 billion.

Nigeria Customs Service contributed N89.350 billion; company income tax,  and related taxes,  N66.356 billion; the Nigerian National Petroleum Corporation, N64.161 billion; and the Ministry of Mines and Steel Development provided N976 million.

The breakdown shows a gross income of N649.336 billion, but when the cost of revenue collection as well as the 13 per cent derivation payment to oil-producing states were deducted, the total came to N596.944 billion.

N8.645 billion was taken from the Forex Equalisation Fund Account to augment the allocations, making it a total of N605.589 that was shared by the three tiers of government.

The document shows that the federal government got N205.160 billion as its share, while the 36 states received N166.085 billion and the 774 councils got N122.853 billion.

Oil-producing states shared an additional N37.143 billion as derivation payment.

There is no entry to indicate that N60 billion was added from any source.

An economist, Mr Tope Fasua, believes that printing of money is an integral part of the functions of the CBN.

Fasua said that the apex bank performs that function through the Nigerian Security Printing and Minting Plc, where it is the largest shareholder.

He added that “the reason why the CBN will want to print money ranges from the routine to the emergency.

“Routine because the CBN has to ensure that banks are always liquid in terms of cash, and emergency for the purpose of economic intervention.”

The Chairman of the Progressives Governors Forum,  Gov. Abubakar Bagudu of Kebbi State, also waded into the controversy.

Bugudu explained that due to the shortfall in revenues by N43.34 billion compared to the previous month, an augmentation was made in the sum of N8.65 billion from the Forex Equalization Fund Account.

He said that this brought the total distributable revenue to N605.59 billion.

He added that revenues distributed monthly primarily consisted of mineral revenues from the sales of oil and gas, as well as non-mineral revenues from customs and excise duties, company income tax and value added tax.(NAN)

The Jury Sub-Committee of the National Spokespersons Awards, set up by the NIPR and the Ministry found Eyiboh worthy of the award among other  spokespersons operating across the Legislative arm of government in both state and national institutions in the country.

Okuama: Army Declares Professor, Lady And Six Others Wanted

The Nigerian Army has declared a professor and seven others including a woman wanted over the killing of its 17 officers and men in Okuama, Delta State.

GWG.ng reports that they were declared wanted over the killing of the four officers and 13 men during what was claimed to be a peacekeeping operation in Okuama.

The declaration of the suspects as wanted was made on the official twitter handle of the Nigerian Army.

The persons declared wanted were:

  • Akevwru Daniel Omotegbono
  • Professor Ekpekpo Arthur
  • Andaowei Dennis Bakriki
  • Igoli Ebi (female)
  • Akata Malawa David
  • Sinclear Oliki
  • Clement Ikolo Oghenerukevw
  • Reuben Baru.

GWG.ng reports that the decision to declare the men wanted over the Okuama killinng came after the Army buried the slain officers at the military cemetery, Abuja at an occasion attended by the top cream of the political and military brass.

At the burial ceremony on Wednesday, March 27, 2024, President Bola Tinubu bestowed national honours on all the 17 slain officers and charged the army to with precision bring the culprits to book.

The president also awarded scholarships to the children of the deceased and granted the survivors a house in any part of the country.

Former US Vice Presidential Nominee, Joe Lieberman Is Dead

Former United States (US) Senator and vice-presidential candidate, Joe Lieberman, has reportedly died.

GWG.ng understands that Lieberman passed away at the age of 82 due to complications from a fall.

The family of the deceased confirmed the sad development to CBS News, describing Lieberman as a centrist who served Connecticut in the Senate for almost 25 years.

“Senator Lieberman’s love of God, his family, and America endured throughout his life of service in the public interest,” his family noted in a statement.

In 2000, Lieberman made history as the first Jewish politician to be part of a major party US presidential ticket when Al Gore chose him as his running mate. Al Gore expressed deep sorrow upon hearing the news of Lieberman’s death.

“It was an honour to stand side-by-side with him on the campaign trail.

“I’ll remain forever grateful for his tireless efforts to build a better future for America,” Gore said in a statement made available to journalists.

GWG.ng understands that the veteran politician held the position of US senator from Connecticut from 1989 to 2013. He wielded significant influence in the legislative arena and was highly valued in the nation’s capital.

Throughout his tenure, Lieberman diverged from his party’s stance on various matters, notably the Iraq War. Despite this, he secured his last term in 2006, running as an independent candidate.

FAAN Shuts Down KFC

The Federal Airports Authority of Nigeria (FAAN) has closed a KFC outlet at the Murtala Muhammed Airport in Lagos for violating laws protecting the rights of people with special needs.

The action was confirmed through a statement released on Thursday by FAAN’s Director of Public Affairs and Consumer Protection, Obiageli Orah.

The official statement, titled ‘FAAN shuts down KFC outlet at MMIA,’ highlighted that the closure was in response to the outlet’s breach of the Lagos State law on People with Special Needs, specifically referencing Part C, Section 55 of the General Provisions on Discrimination.

This law prohibits discrimination against individuals based on their physical or mental disabilities.

The shutdown was prompted by a social media report from a Passenger with Reduced Mobility (PRM), who recounted experiencing discriminatory treatment at the KFC branch within the airport premises.

This incident sparked immediate action from FAAN, reflecting the authority’s commitment to enforcing legal standards and protecting the rights of all passengers.

It read, “In line with Lagos State law on People with Special Needs, Part C, section 55 of General Provisions on Discrimination which states that “A person shall not deprive another person of access to any place, vehicle or facility that members of the public are entitled to enter or use on the basis of the disability of that person”, the management of the Federal Airports Authority of Nigeria (FAAN) has closed the KFC facility at the Murtala Muhammed International Airport in Lagos with effect from March 28, 2024.

“This is as a result of a social media report by a Passenger with Reduced Mobility (PRM), alleging discriminatory treatment he received at the Murtala Muhammed International Airport, Lagos.

“The MD/CE of FAAN, Mrs Olubunmi, Kuku intervened swiftly by deploying a management team comprising the Director, Public Affairs and Consumer Protection, Mrs Obiageli Orah; the Regional Manager South West, Mr. Sunday Ayodele; Ag. General Manager Public Affairs, Mrs Ijeoma Nwosu-Igbo and the International Terminal Manager, Mr. Kerri, to investigate the allegation.”

FAAN said, “It is based on the findings of the team that FAAN has shut down the KFC facility at the MMA, where the incident occurred.

“The authority has instructed that the KFC Management should tender an unreserved apology, in writing, to the affected PRM and a policy statement of non-discrimination be written and pasted conspicuously at the door post of their facility at MMIA before it resumes operation.

“FAAN uses this medium to express our unreserved apology to the affected Passenger with Reduced Mobility and assures all airport users that we shall continue to work tirelessly to ensure that the rights of every passenger are not infringed upon.”

The victim of the maltreatment, Adebola Daniel, son of former Ogun State Governor, Gbenga Daniel, recounted his experience at the KFC outlet of the airport in a series of tweets posted on Wednesday via his X handle, @DebolaDaniel

Daniel, a wheelchair user, described his ordeal as “the worst sort of public humiliation” he ever had.

Nwoko Tells Christians What To Do At Easter

Sen. Ned Nwoko (PDP-Delta), has urged Christians to draw spiritual inspiration from the resurrection story of Jesus Christ as they celebrate Easter.

Nwoko who represents Delta North Senatorial District, made the call in an Easter message made available to newsmen in Abuja on Wednesday.

He said that Christians should allow the symbolism of Jesus Christ’s death on the cross to reflect in them.

The senator said that Easter was a commemoration of the fulfillment of God’s Prophecy that offered the hope of  eternal life to mankind.

”This hope of eternal life is through the sacrificial death of Christ and His subsequent resurrection from the dead.

”With this faith, Christians should significantly contribute towards making the earth a better place for all of us,” he said.

Nwoko further urged Christians to use the Easter celebration to demonstrate Christ-like concern for the poor and powerless in the society.

”Let us speak up against injustice and all activities that tend to impede equal opportunities, fairness and national unity.

”It should be a season of renewal of hope and sober reflection. The season should remind us of the importance of compassion, unity, and resilience,” he said.

Nwoko urged Christians to use the period to renew their commitment to the service of the nation and to pray for peace and sustenance of national unity. (NAN)

Okuama: Tinubu Honours Slain Heroes, Announces Special Package For Pregnant Widows

President Bola Tinubu has announced the award of national honours to all 17 officers and soldiers who were killed during a mission to Okuama, Delta State and packages for thier widows and children.

President Tinubu made the declaration on Friday as he attended the military burial of the slain members of the Armed Forces.

Besides the national honour, President Tinubu also declared scholarship for all children of the slain officers and men of the army. The scholarship which is to run up to the university level according to President Tinubu will also cover the unborn children of the slain men.

To make life easier for the widows and their families, the president also promised the provision of houses to the widows in any part of Nigeria.

While lauding the patriotism of the slain officers and men he declared them as national heroes who died in the defence of the fatherland.

While declaring that every effort should be made to find out the killers, he nevertheless called for restraint on the part of the army in the pursuit of the suspects.

Earlier the Chief of Army Staff, Lt Gen Taoreed Lagbaja and the Chief of Defence Staff, Lt Gen. Chris Musa had given their tributes in memory of the slain officers and men.

Nigeria’s national flags were at the ceremony distributed to the next of kin of each of the slain officers and men.

Following that the caskets of the slain officers and men were lowered into the grave.

Despite the well-applauded decision of President Bola Tinubu to mark his 72 birthday coming up on Friday, March 29, on a low key, the Federal Government in an unenvisaged coincidence has declared the same day a Public Holiday.

The birthday of President Tinubu falls on Good Friday which is traditionally a public holiday in Nigeria and in most parts of the world.

GWG.ng reports that Good Friday is marked around the world to celebrate the death of Jesus, The Christ.

The Federal Government has also declared Monday, April 1, 2024 as public holidays to mark Easter Monday, the day following the day of the resurrection of Jesus.

The minister of interior, Olubunmi Tunji-Ojo, made the declaration on behalf of the federal government in a statement by the Permanent Secretary of the Ministry, Aishetu Ndayako, on Wednesday.

Tunji-Ojo urged Christians and all Nigerians in general to emulate the sacrifice and love displayed by Jesus Christ in dying for the redemption of man.

The statement partly read, “Easter, beyond religious significance, promotes values of love, forgiveness, and compassion, which are essential for social cohesion and harmony.

The minister called on Christians to imbibe these virtues as they are capable of impacting positively on the socio-economic development in Nigeria by fostering unity, reducing conflicts and encouraging cooperation among Nigerians.”

He further urged Nigerians to show acts of charity and generosity to help alleviate the material conditions of the less privileged amongst them.

Tunji-Ojo added that this was in tandem with President Bola Ahmed Tinubu’s Renewed Hope Agenda.

“While wishing Christians at home and abroad a happy and blissful Easter celebration, the Minister also called on Nigerians to join hands with President Tinubu-led Administration in its determination to bring sustainable development and usher in prosperity for all, ” the statement added.

Residents of Omagwa and Ipo communities in Ikwerre Local Government Area of Rivers State have blocked the entrance to the Port Harcourt International Airport to protest against the absence of power supply and essential amenities.

GWG.ng understands that flight operations have been disrupted due to the protest, leaving air travelers stranded, and the situation has led to a gridlock stretching from the Airport Road to nearby communities.

Why I Granted Full Autonomy To Local Government Councils – Governor Alia

Governor Hyacinth Alia of Benue State said his administration granted full autonomy of the 23 Local Government Areas to boost the economies of the rural areas.

While stressing the pivotal role the local government system plays in the development process of the Nation, Governor Alia appealed to the Local Government committees to intensify efforts towards increasing their internally generated revenue, so as to boost their capacity to provide for the welfare of their people.

The governor urged the council chairmen to ensure they remain closer to their people and to also uphold accountability, integrity and transparency in their work, as according to him, those are central to his administration.

Alia also charged them to embrace synergy and team work to enable them to collectively achieve their goals.

Earlier in his address, the Special Adviser to the Governor on Local Government and Chieftaincy Affairs, Hon. Dennis Akura, said the essence of the workshop is to build the knowledge of the chairmen and members of the Local Government Interim Executive Committees as well as to equip them with a better understanding of their roles for effective service delivery at the third tier of Government.

Akura urged the participants to take full advantage of the workshop so that they will be able to support the efforts of the governor at the grassroots level.

A statement by Sir Tersoo Kula, Chief Press Secretary to the Governor of Benue State, said the Two Day Workshop with the theme “Responsive Local Government Leadership for Effective Local Government Administration in Benue State,” was put together for Caretaker Chairmen, their Deputies, Director General Services and Administration (DGSAs) as well as the Local Government Supervisors.
