Ghana Legalizes Cultivation Of Cannabis

Ghana’s Parliament has taken a significant step by legalizing cannabis cultivation for medical and industrial purposes.

This landmark decision, made on December 14, 2023, authorizes the Interior Minister to issue licenses for cannabis-related activities, including cultivation, processing, distribution, sale, import, and export.

This move is a part of the global trend towards recognizing the potential benefits of the cannabis industry, which is estimated to contribute significantly to the global GDP.

The Narcotics Control Commission Act, 2020 (Act 1019) emphasizes Ghana’s commitment to harnessing the potential of cannabis. The licenses will be issued under strict conditions, particularly concerning the tetrahydrocannabinol (THC) content in cannabis, which is limited to 0.3% on a dry weight basis. This regulation aims to ensure that cannabis cultivation and use adhere to strict guidelines and quality standards, focusing on the plant’s industrial and medicinal applications rather than recreational use.

Experts suggest that properly managed and regulated cannabis industry could significantly benefit Ghana’s economy, particularly in employment generation. This development positions Ghana at the forefront of the cannabis industry in Africa.

However, there are concerns about potential misuse of the law and its impact on mental health, emphasizing the need for effective control measures to prevent abuse .
