Kano To Establish Three New Second-Class Emirates

Kano is set to establish three new second-class emirates in the latest move to obliterate the emirate reforms spearheaded by the immediate past governor of the state, Dr Abdullahi Ganduje

The Kano State House of Assembly has approved the Kano State Emirates Council Establishment Bill 2024, which creates three new second-class emirates.

Deputy Speaker Muhammad Bello Bututu sponsored the bill, aiming to establish Kano as a first-class emirate, while Rano, Gaya, and Karaye will be designated as second-class emirates.

During a session led by Speaker Ismail Falgore, the bill passed its third reading on Tuesday. The session started at 10:10 a.m. and concluded at 11:06 a.m.

The bill specifies that the new Rano emirate will include the Rano, Bunkure, and Kibiya local government areas. The Gaya emirate will cover the Gaya, Albasu, and Ajingi local government areas, and the Karaye emirate will consist of the Karaye and Rogo local government areas.

These second-class emirs will report to the Emir of Kano and have the authority to advise him on public order, boundary disputes, community conflicts, and religious affairs within their emirtates.

Section 3 of the bill states that all appointments and activities of both first-class and second-class emirs will need the governor’s approval through the Commissioner for Local Governments. Section 4 outlines the hierarchy, placing the Emir of Kano at the top, with second-class emirs overseeing their respective local government areas.

Section 7 allows the governor to appoint any suitable person as a second-class emir according to Section 4’s provisions.

Ibrahim Muhammadu, an NNPP member representing Rano, expressed his support for the new Rano emirate. “The establishment of the Rano emirate is a welcome development. It is one of the ancient emirates that predates Kano state,” he said. Muhammadu also commended the deputy speaker and other party leaders for their support.

The bill on the second-class emirates excludes the Bichi emirate, created by former Governor Abdullahi Umar Ganduje but dissolved by the Kano Emirates Council (Repeal) Law 2024.

The bill will become law once Governor Abba Kabir gives his assent.
