Nigerian Lawmaker’s Seat Declared Vacant

The Zamfara State House of Assembly has declared the seat of Hon. Aliyu Ango Kagara, the lawmaker representing Talata Mafara South Constituency, vacant due to consistent absenteeism.
The All Progressives Congress (APC) lawmaker, who also served as the Minority Leader, was removed after attending only 21 out of 180 legislative sessions. The decision to declare his seat vacant was reached during a plenary session in Gusau, the state capital, in line with Sections 101 and 109(2) of the Nigerian Constitution.
The motion to declare Kagara’s seat vacant was presented by the Majority Leader, Hon. Bello Muhammad Mazawajje, and seconded by the Deputy Speaker, Hon. Adamu Aliyu Gummi. Other lawmakers supported the motion, emphasizing the importance of lawmakers actively participating in their legislative responsibilities.
Hon. Mazawajje explained that Kagara’s prolonged absence violated constitutional provisions and the House’s standing rules, which require consistent attendance. Despite efforts by various committees to engage Kagara and address his absenteeism, no resolution was reached.
Speaker of the House, Hon. Bilyaminu Moriki, announced the decision after extensive deliberations. A statement from the Assembly read:
“The Zamfara State House of Assembly has declared the seat of Hon. Aliyu Ango Kagara, representing Talata Mafara South Constituency, vacant. This decision followed a motion presented by the Majority Leader, Hon. Bello Muhammad Mazawajje, and seconded by the Deputy Speaker, Hon. Adamu Aliyu Gummi, during a plenary session.
“Hon. Bello Mazawajje noted that Hon. Aliyu Ango Kagara had been absent from the House for an extended period, attending only 21 out of 180 sitting days. This is a clear violation of the Nigerian Constitution and the House’s standing rules, which mandate active participation in legislative activities.”
