Rivers: Ibas Appoints LGA Administrators, Cancels Ongoing Tenders

Ibas Draft New Rivers Budget

The Rivers State Administrator, Vice Admiral Ibok-Ete Ibas (rtd), has approved the appointment of new administrators for all 23 Local Government Areas (LGAs) in the state, with effect from April 7, 2025.

This major development comes shortly after a Federal High Court in Port Harcourt issued a temporary order halting the appointment of LGA administrators.

In a statement issued on Wednesday by the Secretary to the State Government, Professor Ibibia Worika, the state also announced the reconstitution of several previously suspended boards overseeing key government agencies.

In a sweeping administrative move, Vice Admiral Ibas further cancelled all ongoing procurement and tender processes across ministries, departments, and agencies (MDAs) in the state. He explained that the decision aligns with a recent Supreme Court judgment and the current absence of an appropriation law, which governs public spending.

The Administrator directed that contractors who had paid fees for the affected tender processes should be refunded.
