President Bola Tinubu has approved a major policy change that will give ministers of state full control over the agencies and departments they oversee.

Previously, permanent secretaries were required to send files to senior ministers for final approval. This process limited the authority of ministers of state and made their roles largely symbolic.

A source from the office of the head of service of the federation revealed that President Tinubu was unhappy with the old system. He felt that it led to the “underutilisation of the expertise and capabilities” of the ministers of state. According to the source, “The president was not pleased with the prevailing governing framework in which ministers of state were just ministers in name.”

With the new policy, ministers of state are now empowered to grant all necessary administrative approvals, giving them the authority to make decisions and take action in their assigned areas. This change is designed to unlock the potential of all cabinet members and improve the efficiency of governance.

Tinubu’s cabinet consists of 48 ministers, with 16 holding junior positions. The ministries affected by this directive include agriculture and food security, defense, education, the Federal Capital Territory (FCT), foreign affairs, health, petroleum (oil and gas), humanitarian and poverty reduction, and women’s affairs.

Other ministries impacted are works, regional development, labor and employment, finance, trade and investment, and housing and urban development.
